EX-SENATOR: The death of the 86-year-old Ex-Senator Arthur Capper at Topeka Dec. 19 removed from the state one of the most respected officials it has had in all its history. Mr. Capper was governor for two terms and represented Kansas in Washington for 30 consecutive years. He took a firm stand on moral issues and through his publications was a great influence in keeping Kansas dry until three years ago. More of his kind are desperately needed in our influence-ridden government nowadays.
