Immigration Leader Dies In Winnipeg

Winnipeg, Man. — Funeral services were held at the Lutheran Church of the Redeemer here Oct. 10 for Dr. T. O. F. Herzer, 71, who had played a leading part in resettling refugees in Canada ever since World War I.

As general manager of the Canada Colonization Association, a subsidiary of the Canadian Pacific Railway, he assisted in the settlement of thousands of Mennonites coming to Canada from Russia in the 1920's. The Mennonites held him in high esteem.

After the Second World War, he founded the Canadian Christian Council for resettlement of refugees and served as its chairman.
