I. Executive secretary
1. 1943-1950 (7.75 cu. ft.)
On July 18, 1943, the Krehbiel Building, donated by Eva Krehbiel Leisy, at 722 Main Street, Newton, Kansas, was dedicated as the General Conference headquarters building. P. A. Penner, a retired missionary from India, served as the first office manager, and this series contains his files (August 1943 to March 1946) and those of his successor, Walter H. Dyck (April 1946 to June 1950). Thus this series consists of the first centralized records of the General Conference. During Dyck’s administration, the title of Executive Secretary replaced Office Manager.
The series consists almost entirely of the correspondence between the office manager and General Conference committees, boards, and congregations. There is also a smaller quantity of correspondence with external organizations.
Several items are of special interest. P. A. Penner served as treasurer of the Board of Foreign Missions, and folders 71-80 contain his correspondence with overseas missionaries. Many of the General Conference’s financial records and office reports for this period are also cataloged as “Office Records.”
Walter Dyck served on the Western District Peace Committee during World War II and continued his extensive efforts in this capacity while office manager. His personal correspondence thus became integrated with the General Conference’s files. The records include a complete tabulation of the Mennonite draftees and Peace Certificates issued in each Western District congregation during World War II.

Note: The executive secretary (at first called office manager) must be distinguished from the conference secretary position (series MLA.I.J). The conference secretary is an elected conference officer. The executive secretary was a hired staff person, an employee of the conference, not an elected officer.
